The relevance of social programs is determined by the focus on the individual and society, whose rights and freedoms, according to the Constitution of the Russian Federation, are the highest value, and control over their observance and protection is the prerogative of the state. Russia is a social state, which implies the creation of certain conditions for the population, which should provide all citizens with a decent life. Social policy of the state, which includes the development and implementation of relevant state programs, is one of the main activities of the state, so it is relevant at any time. First of all, it should be said that the state program is a special document created to achieve certain priorities and solve a number of tasks in the sphere of socio-economic development and national security of the country through the implementation of a set of measures. These priorities and tasks, in turn, are defined by the socio-economic development strategy and other related documents. A state program is being developed by Federal Executive authorities for a period to be determined by the Government of the Russian Federation. Thus, social state programs are understood as programs that focus on the social public sphere, namely, a set of measures that will lead to meeting the needs of the population, improving the level and quality of life, as well as to the full and universal provision of social services.
