Abstract. Given the importance of human capital in the economic development and growth of countries and regions, the article presents the results of theoretical and methodological research on the possibilities of measuring and evaluating both the phenomenon under study and its impact on the development of the economy and society as a whole. The conceptual basis of the work was made up of classical works on human capital, offering its various definitions, as well as scientific publications and analytical materials on the structure and volume of the available stock of human capital and its dynamics. As the main result of the study indicated in the article, it is necessary to identify the importance of such sources of generation of human capital relevant to social requirements as education, professional retraining and the development of personal qualities of its bearers.
