Abstract. The small and medium-sized business sector plays a significant role in the development of russian economy. The growth rate of small and medium-sized enterprises largely determines the speed of solving social problems in the country, such as the unemployment rate, the amount of tax revenues to budgets of all levels, the development of innovative areas and import substitution. The development of the business sector requires effective multi-stage not only state, but also support at the level of municipalities, which is currently not effective, which is proved by the slow growth rates of small and medium-sized businesses. The purpose of this article is to study this problem, including in retrospect.
